Alive & Thrive (A&T) is an initiative to save lives, prevent illness, and ensure healthy growth and development. Good nutrition in the first 1,000 days, from conception to two years of age, is critical to enable all children to lead healthier and more productive lives. A&T is scaling up improved maternal, infant and young child nutrition (MIYCN) through large scale programs in several countries in Asia and Africa and through strategic technical support and the dissemination of innovations, tools, and lessons worldwide. A&T is funded by the Bill & Melinda Gates foundation and the governments of Canada and Ireland. 
The overarching goal of A&T is to accelerate effective coverage at scale of key nutrition interventions in priority geographies. In Bangladesh, A&T will contribute to this goal through strengthening systems for MIYCN interventions by providing technical assistance to government, development partners, and other stakeholders to accelerate delivery. 
This position will support A&T's efforts in Bangladesh to support the GOB to achieve nutrition-related disbursement-linked indicators (DLIs) in Sylhet in collaboration with the World Bank and UNICEF, and use those lessons to inform replication, scale and sustainability through the National Nutrition Services Operational Plan (NNS-OP) in the remaining six divisions. A&T's intervention in Sylhet will address the most crucial barriers to effective delivery of MIYCN counseling in government systems. A&T will test approaches to effect such changes in six model upazilas. Interventions will include: 1) ensuring use of the right content and tools; 2) setting up centers of excellence to showcase what is possible and address key issues such as counselling following C-sections; 3) improving managers' performance in the execution of a comprehensive performance improvement cycle for frontline workers and frontline managers; 4) developing partnerships to improve referral to facilities; and 5) utilizing a quality improvement (QI) method to jointly identify with frontline managers small doable actions to improve performance, test them, and decide to replicate them.

Background:
UNICEF Bangladesh Country Office operates through its main office in Dhaka and six field offices and several outposts across the country. Field Offices are responsible for the coordination, programme planning and implementation in respective Divisions and Districts. Under the Country Programme's framework, Field Offices have annual Divisional Implementation Plans (DIP) comprising of all sectoral and cross-sectoral programme activities to be implemented and monitored in their respective geographical area. In line with DIP, elaborate programmatic information is generated during the implementation and monitoring at field level. It is critical that this routine information from DIP and field level is well organized and managed to generate succinct analysis for the management to make timely programmatic decisions. An initial design of an DIP MIS is in place as of November 2019 but needs to be further refined and improved with consideration of feedback from users during the planning of DIP for 2020. 
Among the Field Offices' area-based programmes, the need to support the sub-national government in information management system for the 'Sustainable Social Services in Chattogram Hill Tracts Area' (SSSCHT) has been emphasized since 2018. With the objective of improving access and utilization of basic social services for marginalized communities in the Chattogram Hill Tracts Area (CHT), the SSSCHT programme has been implemented through a 'para-centre approach' (where para-centres serve as a 'hub' of basic services and considered the best way to reach children and families in remote area) with a network of about 4,000 Para (Village) Centers have been established as of 2018 and additional 1,000 centres are underway or to be established. Tracking the status of various target groups in the access and utilisation of services are important. Timely identification and follow-up of specific target groups (e.g. pregnant women, new borns, etc.) are critical for SSS CHT programme and para centres to provide timely information and services to the relevant groups. In particular, the following areas analysis would be important for decision making: (i) reach of each service (Health, Nutrition, Education, Child Protection, C4D) in order to identify and address the gaps in services and reach the missed communities/ households; (ii) performance of para-centres, services providers and SSSCHT staff to timely address the gaps in capacity and accountability (if exists); (iii) trend analysis of the situation of children, adolescents, women and families to identify and address critical and chronic vulnerabilities. The need for a management information system (MIS) is confirmed and requested by SSSCHT project team as well as the CHT Development Board. A concept has been developed for the MIS of SSSCHT programme with definition of required data collection and indicators. At present, supporting the development a user-friendly MIS system with link to other existing government owned MIS systems (such as Health/ Nutrition, Education, etc.) and support the pilot phase is required.
